Introduction
The Janet Jackson incident at the Super Bowl set off a wave of controversy that reverberated far beyond Viacom and its divisions, MTV and CBS Broadcasting. In examining who was at fault for the incident, fingers were pointed at everyone else. No one wanted to take the blame.
When looking at the case from the standpoint of a management crisis, it is clear that the situation was not handled with the appropriate level of delegation and sign-off on what would happen during the Super Bowl half-time show.
This report examines the organizational implications for Viacom and how these were played out during the Federal Communications Commission’s (FCC) investigation and subsequent hearing. Issues of delegation and a lapse in management will also be covered. Finally, the report will summarize some of the results that came out of the scandal as well as the impact the whole crisis had on Viacom management months later.

There are most likely not too many people who have access to some form of media who have not seen or heard about what happened during CBS’s broadcast of the Super Bowl XXXVIII half-time show on February 1, 2004. During a performance by Justin Timberlake and Janet Jackson, her shirt was ripped back to supposedly reveal a bra but instead, her breast was exposed on national television.
